Mega Food Parks Scheme (2008): Pioneered the cluster model connecting collection centres, central processing, and cold chains. Each park targeted ₹250 cr investment, ~5,000 jobs, and 25,000 farmer beneficiaries.
Cold-Chain Infrastructure: Provided central financial assistance of up to ₹10 crore for cold chains and ₹50 crore for Mega Food Parks to curb immense post-harvest vegetable and fruit losses.
FSSAI Statutory Creation (2006): Steered the legislative enactment of the Food Safety and Standards Authority of India (FSSAI), creating a unified national regulatory framework for safe, nutritious food.
Target 20% Processing by 2015: Elevated food processing into mainstream economic planning with an ambitious target to process 20% of agricultural produce.
Enactment of FSSAI (2006)
Steered the landmark legislative enactment of the Food Safety and Standards Authority of India (FSSAI) in 2006, replacing fragmented orders with a unified national regulatory framework ensuring consumer protection.
Cold-Chain & Food Technology R&D
Provided grants up to ₹10 crore for cold chain and preservation infrastructure to stem massive horticultural losses, alongside funding 1,444 R&D projects in 2008–09 in weaning foods, food colours, and waste processing.

Elevated tourism as an engine of employment, cultural preservation, and inclusive regional development through public-private partnerships and youth training.
Integrated Circuits & Skill Development
Hospitality Development & Promotion Board (HDPB 2011): Established HDPB to streamline regulatory clearances and catalyze private investments in hotel and travel infrastructure.
Mission-Mode 35 Tourist Circuits: Formulated a roadmap to develop 35 integrated tourism circuits and destinations across India by 2016.
Hunar Se Rozgar Tak: Expanded youth hospitality skill training and certification programs, providing immediate employment for thousands in hotel and tourism services.
Rural & Community Tourism: Promoted village tourism clusters celebrating local crafts, ethnic art, and cultural heritage, channeling economic returns directly to artisans.

Grassroots Public Service & Community Heritage
Stepping down as Tourism Minister in 2012, Shri Subodh Kant Sahay rededicated himself to organizational leadership, communal harmony, and the rights of marginalized communities.
